Seyyad Talibov founded a regional cooperative building society Astra, which later became part of Concern Oblremstroybyt
1989
February
The Association of Industrial Enterprises of the South of Russia was set up, with Seyyad Talibov as its president

Funding for the cooperative building society Astra was suspended; at the same time, there started a gradual development of Astra Alliance, the inter-regional holding that initially specialized in timber building materials production

The company provided supplies to the Russian military and industrial complex. During that period, Bataysk Shoe Factory, Azov Shoe Factory, Bataysk Food Processing Plant and Azov Building Materials Plant were acquired
